My priorities include advocating for fair taxation, supporting initiatives that create jobs and stimulate growth, and championing policies that uphold our values while fostering a brighter future for generations to come.”

Crime
Bart is an advocate for comprehensive crime policies that address the critical issues facing our community. Our current pre-trial detention laws are non-existent, leaving our neighborhoods vulnerable to repeat offenders. Bart proposes modifying these laws to ensure that dangerous individuals are not released pending trial. Additionally, the unrestricted usage of the "Arnold Tool" by judges must be restricted, as it undermines public safety. To combat rising crime rates, we need increased funding for police protection to bolster their presence in our streets. Furthermore, penalties for criminals using firearms in the commission of a crime must be heightened to deter such violent acts. It's time to prioritize public safety by increasing penalties for criminal activity across the board.

Second
Amendment
As a lifelong hunter and outdoorsman, Bart deeply understands and values the importance of personal protection and the right to bear arms. He firmly supports the Second Amendment. It's evident that many of the gun laws passed by legislators have disproportionately burdened law-abiding citizens without effectively addressing the root causes of crime. None of these laws have succeeded in disarming criminals; instead, they have unfairly targeted responsible individuals concerned for their personal safety. You can trust Bart to fiercely defend our 2A rights and ensure that any proposed legislation respects the fundamental freedoms guaranteed by our Constitution.

Energy &
the Clean
Fuel
Standards Act
Bart is deeply concerned about the impact of MLG's Energy Transition Act of 2019, which mandates 100% renewable energy generation. This policy is costly and burdensome, especially for disadvantaged citizens. Instead, Bart will push for a balanced approach, including fossil fuel use to supplement renewables. He opposes government mandates on vehicle choices and rejects adopting California's Clean Fuel Standards, which drive up gas prices and disproportionately affect economically vulnerable families in District 11. Bart will prioritize affordable and accessible energy solutions for all New Mexicans.

Homelessness
Bart’s compassion for our community drives him to seek solutions for homelessness that offer options and support. It's evident that many homeless individuals, perhaps due to mental illness or addiction, choose their situation over available alternatives. He believes community assistance is crucial in addressing these underlying issues. For those willing to accept help, he advocates for a Treatment First / Housing Earned approach. By prioritizing treatment and support, we can empower individuals to overcome challenges and transition to a stable lifestyle that many of us take for granted.

Tax
Reform
Over the past three years, New Mexico has benefited greatly from the contributions of our oil and natural gas producers, with revenues exceeding 3 billion dollars. Despite this prosperity, our state legislature has failed to pass tax reductions for our citizens. As your representative, Bart pledges to support a reduction in the State Personal Income Tax rates and advocate for reforming and lowering the Gross Receipts Tax rate. It's essential to ensure that our tax policies promote economic growth and provide relief to hardworking individuals and businesses across our state.

MEET BART

Bart Kinney is proud to be born & raised in Albuquerque, attending Montezuma Elementary, Jefferson Jr. High, Highland High. He graduated from New Mexico State University, completing the CPA exam shortly after graduation. He’s spent most of his life working as an insurance Agent & Broker, working for reputable companies such as Wells Fargo Insurance Services, USI Insurance Services, and even running his own small business (Kinney Agency, Inc.). Bart believes that because of service to his clients, integrity, and his willingness to put people first, he has built a reputation in the New Mexico business community that he is very proud of.
As a third generation New Mexican, Bart has built a strong resume of community leadership and philanthropy in Albuquerque, serving on the Boards of notable organizations such as the Presbyterian Healthcare Foundation, the UNM Anderson School of Management Foundation, North Valley Little League, and Boy Scouts of America (just to name a few!) On many of these boards, Bart often was trusted by his peers to serve in leadership positions, and he is proud to say that he always left these organizations in better shape than when he started!
Throughout his life spent in Albuquerque and throughout his involvement in the community, Bart believes there are 3 critical things that our state legislature needs to be focused on: education & kids, healthcare, and law enforcement
